The Chairman of the Board of Commissioners of the Independent Election Commission, Dr. Khaled Kalaldeh, said that the commission is ready to deal with the outputs of the royal committee to modernize the political system after being approved.
In an interview with Hala Akhbar, on Wednesday evening, he indicated that the outputs still require proceeding according to the constitutional terms, as they will go to the House of Representatives, which is expected to conduct a dialogue regarding them before they are presented for approval.
Al-Kalaldeh stressed that many constitutional and legal amendments must be made based on the recommendations submitted by the committee, the most important of which are articles in the constitution related to the age of the candidate for the House of Representatives (Article 70) to reduce it from 30 years to 25 years, and the endorsement-seeking sessions (Articles 53 and 54 of the Constitution).
Kalaldeh pointed to the necessity of the constitutional amendment by authorizing the requirement that candidates for general lists be restricted to parties, indicating that a decision of the High Council for Interpreting the Provisions of Constitution No. 7 of 2012 did not allow this, as it stipulated at that time the formation of lists, whether they were partisan, non-partisan or mixed lists, and that the requirement of affiliation is constitutionally permissible. It is not constitutionally permissible for a party to run on the list, because it deprives those who are not affiliated with parties from forming lists or participating in them; this contradicts the provision of Article (75) of the Constitution.
In his speech, Al-Kalaldeh also pointed out that among the amendments required to approve the recommendations is the amendment of Article (67/2) related to the tasks and responsibilities of the Independent Election Commission. That was to add an item to consider requests for the establishment of political parties and follow up their affairs in accordance with the provisions of the law.
It is also expected that when the constitution is opened for amendment, a change will be made to Article 69, which is related to the term of the Speaker of the House of Representatives.
He pointed out that the amendments will affect many articles in the constitution, in order to fit with the recommendations made, followed by amendments that will be made to the laws, the most important of which are the elections, the parties, the Independent Election Commission, and even the internal system of the House of Representatives. About Al-Kalaldeh’s willingness to deal with the parties’ file, after transferring the party’s registry from the Ministry of Political Affairs to the Independent Election Commission, Kalaldeh said that the Commission is ready to deal with that, as it has the capabilities in terms of infrastructure, logistics, flexibility, and follow-up on its affairs, when approved.
Al-Kalaldah answered a question about the extent of the independent commission’s ability to deal with the amendments related to the automation of results and collections and to publish them electronically through screens on the independent authority’s website. He indicated that what is required is previously available in the commission, and it is ready to deal with that.
