.First: Introduction The Independent Election Authority seeks to purchase hygiene services in accordance with the attached private and public specifications and conditions
In view of your experience in this area, the Authority invites you, if you wish to carry out the required work, which is specified by the attached reference conditions, to kindly submit your technical and financial offer no later than 2 p.m. on Tuesday, 10/05/2022. Second: Special conditions In addition to complying with the general conditions of the 2022 Government Procurement System No. (8) in force and the instructions issued under it, the submission of the solicitation is required to:
1. The company must be registered with the Ministry of Industry and Trade and have a valid professions license authorizing it to work in the required field. Documents requested
2. The offer should include the following documents:
● A brief description described including information about the company, including the year of construction and the number of employees, the fields of work, the range of services it provides, and previous experiences in carrying out similar works, but the years of experience with the company not less than (3) years in the same field are not less than very well appreciated.
● A strengthening of the company's employees indicates that the worker observer has worked at least three years of experience as a labor observer. A- A list of entities with which similar work has previously been worked.
● Financial offer.
3. The Authority has the right to exclude any offer that does not include all documents specified in the above section Make and deliver the offer:
4. The tenders make the financial offer as follows:
● A comprehensive financial offer for all tender items (employment wages + all that is contained in the supplements and the tender invitation).
5. The required documents are placed in a closed envelope indicating that the name and number of the tender invitation are clearly written.
6. Offers are made on two copies (origin and image).
7. The deadline for purchasing the tender copy is 2:00 p.m. on Monday, 09/05/2022.
8. The envelope is placed in the bidding box of the Authority's Procurement and Supply Department no later than 2 p.m. on (Tuesday) 10/05/2022, at: Independent Electoral Commission Ta'a Al Ali Area / Ismail Hijazi Street Next to the SAI. 9. The offers will open at (2:15) on Tuesday, 10/05/2022. Cancellation or exclusion:
10. The Authority has the right to cancel, postpone or re-present the entire business or any part of it without giving reasons, clarification or interpretation of the decision, and the applicant waives the right to claim compensation for any loss or material or moral damage caused to them as a result.
11. The Authority has the right to exclude any offer without the right of the tenders to refer to it for any material or moral losses or any damage arising from the submission or exception of the offer for the following cases:
● The offer does not include all required documents under section (2) of the special conditions.
● The tenders do not comply with the manner in which the offer specified in the terms (4.5) of the special conditions is submitted and delivered. Prices and payment method:
12. Prices are provided in JD including all taxes, fees, government revenues, general sales tax, and any other additional fees.
13. The individual price of workers depends on if the Authority wishes to "increase or decrease" the number of workers.
14. The tenders are obliged to provide a detailed disclosure of the wages of the worker, knowing that the services to be purchased are only labor, cleaning equipment and services cleaning and the like other than cleaning materials. Evaluation of offers:
15. The offers for the implementation of the works will be evaluated based on a technical equation and the weights shown in item (16) (technical and financial), because the nature of the work required depends mainly on the efficiency and effectiveness in the field of required supplies.
16. The weights adopted for the basic evaluation criteria are:
● Evaluation of artistic performances (technical) (50%) ● Financial offers (financial) valuation (50%)
17. The Bidding Committee will open offers to applicants after the deadline for delivery and signing of offers.
18. Technical performances are evaluated using the following trade-off criteria and weights:
(1) The size and potential of the company (15%): The number of years of establishment of the company, the number of employees, the spread of the company or the institution, the areas of the company's work and the diversity of the range of material and technical services it provides.
(2) Previous experience in carrying out similar works 20%: The suitability of previous experiences in carrying out similar works will give preference to those with previous experience in this field.
(3) Conforming to the specifications and conditions required by inviting the bid: (15%) The evaluation will be based on the company's compliance with the specifications, conditions and actions contained in the tender invitation and the actual ability to carry out the required work efficiently and effectively. The agreement is paid in twelve installments under monthly invoices certified by the Authority's hygiene supervisor.
19. The second team is obliged to pay all government taxes, fees, and returns on each invoice before submitting it, including the general sales tax.
20. Offers are accompanied by insurance to enter into the tender in the form of a bank guarantee or a certified cheque in the name of Atifa, Secretary-General of the Independent Election Authority issued/issued by a local bank and at least (3%) of the total offer value and according to the attached form, and no offer that is not supported by the required insurance will be considered.
21. The contractor is obliged to provide a good execution guarantee of 10% of the total value of the works referred to it and will be valid throughout the contract period.
22. The company must not have previously confiscated the good execution guarantees for previous contracts commissioned by any government agency or suspend it from operation, that the company should not be a blacklisted company to deal with government agencies and that the applicant disclose any such previous problems and are liable.
23. The tenders should visit the Authority building so that he can make the offer.
24. In his presentation, the tenders are obliged to provide the required certificates of expertise duly certified by their employers, a social security clearance, income tax and a registration certificate in the general sales tax.
25. The tenders must provide certificates of good implementation from the departments he has worked with showing how to perform accompanied by certificates of experience and contracts he receives.
26. The company must clearly indicate its permanent address (website/mailbox, telephone, fax, and email to be found) and name the person authorized to administer.
27. The Company must attach in the presentation all the documents and authentic certificates mentioned in the above items and this is an integral part of the offer.
28. The contractor is obliged to provide a proof of identity document to each worker who will be used by the Authority's buildings.
29. The contractor is obliged to provide cleaning materials of the finest types (first toast) as needed by the Authority.
30. The contractor is obliged to provide uniforms (clothing) intended for workers residing in the building, carrying the company's badge and id card (work identity) with a selfie on work clothes and showing the worker a proper appearance throughout the working hours.
31. Penalties shall be applied to the tenders referred to him by the works in case of failure to carry out the execution of the work and the penalties shall be in accordance with the signed agreement.
32. The tenders must price item No. (4/IV) of Annex No. (3) and the price provided shall be from the total value of the bid. Technical specifications for tender No. (40/2022): ● Technical specifications and special conditions facility (Annex No. (1+2+3),cleaning program and equipment schedule by tender invitation No. (40/2022).
● The building consists of 6 floors including ground floors, outdoor squares and any annex belonging to the Authority outside the boundaries of the Authority and within the province of the capital and parking and with an estimated total area (9000) m2.
● In the event that the Authority requests to send workers to any attaché of the Authority outside the boundaries of the Authority's building, the contractor is obliged to do so to complete the required operations.
● The company must comply with any loading and downloading work inside the Authority building and any extension outside the Authority building if requested to do so (free of charge).
