First: Introduction
The Independent Electoral Commission shall endeavor to place a bid for the Baggage/vests rope for the attached public and private specifications and conditions.

Bid evaluation:
. 6 The bids submitted to implement the works will be evaluated based on a technical equation and according to the weights shown in item (8) (technical).

Cancellation or exclusion:
. 11 The Commission has the right to cancel, postpone or re-offer all or any part of the works without giving reasons, clarification or interpretation of the decision, and the applicant waives the invitation to bid or pleads otherwise.
. 12 The Commission has the right to exclude any offer without the right of the bidders to refer to it for any material or moral losses or any damage arising from submitting or excluding the offer in the following cases:
● The offer did not include all the documents required by clauses (51) of the special conditions.
● The bidder's non-compliance with the method of submitting and submitting the offer specified in clauses (4,5) of the Special Conditions.
Prices and method of payment:

. 20 The bidder is obligated to submit, within his bid, the required experience certificates duly authenticated by the authorities for which he worked and a clearance from the Social Security, the Income Tax, and the Fulfillable Income Tax (FIT).
