First: Introduction
The Independent Electoral Commission shall endeavor to offer bids for special plastic boxes, according to the attached special and general specifications and conditions.
Because of your experience in this area and the fact that the Commission used method of bidding daily newspapers of specialized companies in this field to compete for the implementation of the business, the Commission invites and if your desire to implement the required actions and specific reference to the conditions attached, kindly provide technical and financial presentation

Second: the special conditions
In addition to adhering to the general conditions contained in the Supplies and Works Regulations of the Independent Election Commission No. (41) for the year 2012 in force and its amendments, and the instructions issued under the procurement and procurement system (28 2019).
The following conditions are required to submit an invitation to tender:
. 1 That the company be registered with the Ministry of Industry and Commerce and have a valid professions license that authorizes it to work in the required field.

A brief description, including information about the company/office/factory, including the year of establishment, the number of employees in it, areas of work, the range of services it provides, and previous experience in similar fields.

● A list of the entities that have previously worked with similar businesses.
● Provide a clear and accurate description of the services to be provided and implemented in accordance with the specifications set out in the invitation to bid.
. 4 The Commission has the right to exclude any offer that does not include all the documents specified in clauses (51) of the Special Conditions.
Presentation and delivery of the offer:

_1 Technical and financial offers shall be submitted in an envelope containing two separate envelopes.
The first contains the technical offer, on which is written the technical offer for executing a bid for special plastic funds for the Independent Commission for Elections, Bid No. (16/2021).
As for the second envelope, it contains the financial offer, on which is written the financial offer for executing the bid for special plastic funds.

2 The bidder must submit a copy of the original documents in full so that they are sealed with the company's seal (all pages).
3 The Commission shall have the right to cancel the bid without giving reasons and without such cancellation entailing any financial or legal claims for any of the bidders.

● Offers will be opened at (3:30) from Tuesday afternoon, corresponding to 12/21/2021.
● The last date for purchasing the tender invitation is at three o'clock on Monday, corresponding to 12/20/2021.
Bid evaluation:
. 6 The offers submitted to implement the works will be evaluated based on a technical equation and according to the weights indicated in clause (8) (technical and financial), because of the nature of the works and the financial requirements requested.
. 7 The weights adopted for the basic evaluation criteria are:
● Evaluation of technical proposals (technical) (50%)
● Evaluation of financial offers (financial). (50%).
. 8 The Bidding Committee will open the bids to the applicants after the expiry of the specified period for submitting and signing the bids.
The company’s ability to provide the required supplies
A) (1) The size and capabilities of the company: (5%):
Number of years of company establishment, number of employees, spread of the company or institution (locally, regionally, globally), the company's fields of work and the variety of services it provides.
a) (2) Previous experience in executing similar works (5%).
The suitability of previous experiences in carrying out similar works, preference will be given to those who have previous experience in this field.
(a) Minimum supply period (20%)
Provided that the supply period does not exceed the date of 02/28/2022.
B- Submitting the required technical specifications contained in Annex No. (1) and the quality of the submitted works (20%)
Will be judged through access to technical studies submitted to the Commission and compliance with technical specifications required in Annex (1) by technicians in the field, and the Commission the right to reject any (product submitted by the offer) is not in line with the laws, regulations and instructions in force and applicable conventions in the body, The highest technical, technological and service specifications should be taken into account when referring to the Commission and in line with the needs and desires of the Commission.
. 9 The results of the technical evaluation will be given, whereby the Commission has the right to reject offers that have a score less than the minimum approved for success (75/100) or to maintain them in a commensurate and appropriate manner.
. 10 The financial proposals will be evaluated using the following formula:
{Evaluation of the financial offer = 50 * (value of the lowest eligible price / the price of the offer to be evaluated))
● Bids will be arranged based on the overall evaluation results resulting from the combination of technical evaluation results with the financial evaluation for each bid.
Cancellation or exclusion:
. 11 The Commission has the right to cancel, postpone or re-offer all or any part of the works without giving reasons, clarification or interpretation of the decision, and the applicant waives the invitation to bid or pleads otherwise.
. 12 The Commission has the right to exclude any offer without the right of the bidders to refer to it for any material or moral losses or any damage arising from submitting or excluding the offer in the following cases:
● The offer did not include all the documents required by clauses (51) of the special conditions.
● Bidder's non-compliance with the method of submitting and submitting the offer specified in clauses (4,5) of the Special Conditions.
● The technical offer did not achieve the minimum certified to pass. (100/75).
Prices and method of payment:
. 13 Prices are presented in Jordanian dinars inclusive of general sales tax.
. 14 Prices shall be valid for at least one month, with the same prices, specifications and conditions mentioned and approved in the submitted offer.

. 19 The bidder must visit the Commission building and review the terms of the bid and inquire about any vagueness, if any, to be able to submit the bid, or visit the Commission page on the website www.jo.jo.
. 20 The bidder is obligated to submit, within his bid, the required experience certificates duly authenticated by the authorities for which he worked and a clearance from the Social Security, the Income Tax, and the Fulfillable Income Tax (FIT).
. 21 The bidder must submit certificates of good execution from the departments where he worked showing how he performed, along with the experience certificates and the contracts he obtained (if he was requested to do so).
. 22 The company shall clearly indicate its permanent address (website / mail box, telephone, fax and e-mail) and the designation of the person authorized to manage.
. 23 The company must attach to the offer all the original documents and certificates mentioned in the above items, and this is considered an integral part of the offer.
. 24 Penalties shall apply to the bidder who has been assigned works in the event of his failure to carry out the works, and the penalties shall be in accordance with the applicable regulations and instructions of the Independent Election Commission.
Quantity and duration of delivery:
25 A from 6500 (to 10500). The final quantity shall be notified to the bidder when signing the purchase order.

General provisions:
● The bidder must receive the template for the fund from the Commission at any place inside the capital at his own expense.
● The bidder must do the necessary maintenance for the mold if needed, at his own expense.
● The bidder shall keep the template after the completion of manufacturing until it is requested by the Commission.
