First: Introduction

The Independent Election Commission seeks to purchase cleaning services following the attached special and general specifications and conditions.
Given your experience in this field and the fact that the Committee uses the method of announcing biddings in the daily newspapers to solicit bids from companies specialized in this field to compete for the implementation of works, the Commission invites you, and if you wish to carry out the required work specified in the attached terms of reference, to kindly submit your Technical and Financial Bid no later than two o’clock in the afternoon on Thursday, 17/01/2021.

Second: Special Conditions

In addition to complying with the general requirements set out in the Supply and Works Regulations of the Independent Election Commission No. (41) of 2012 in force, and its amendments and the instructions issued under the Supplies Regulations No. (32) of 1993 and No. (1) of 2008, the following are required to submit the invitation to tender/Request for Proposal:
1.     The company must be registered with the Ministry of Industry and Trade and have a valid professions license that authorizes it to work in the required field.

Required Documents

2.    The submitted Bid must include the following documents:
•    A brief description showing information on the company/office, including the year of establishment, number of employees, fields of work, the range of services it provides, and experience, provided that the company’s years of experience be no less than (3) years in the same field, and its rating be no less than very good.
•    Corroboration from the parties that the company worked for stating that the workers' supervisor has at least 3 years of working experience as a workers' supervisor 
•    A list of entities with whom similar work has been conducted. 
•    Financial Bid (a list of materials and their prices separately, and a list of costs per one worker)
3.    The Commission may disqualify any Bid that does not include all the documents specified in clause (2) above.

Bid Submission:

4.    The tenderer shall submit the financial Bid as follows:
● A comprehensive financial Bid for all Bid clauses (Labour wages + material prices).
● A comprehensive financial offer for all bid items except for clause No. (3) of Annex No. (2)

5.    The required documents shall be placed in a sealed envelope marked by writing the name of the invitation to tender and its number.
6.    Bids shall be submitted in two copies (original and copy).
7.    Deadline for the purchase of the tender copy at 2:00 p.m. on Wednesday (13/01/2021).
8.    The envelope shall be placed in the tender box located in the Procurement and Supply department of the Commission no later than 2 p.m. on Sunday, 17/01/2021, at the following address:

9.    Bids will be opened at 2:15 pm on Wednesday, 09/06/2021.

Cancellation or Disqualification:

10.    The Commission shall have the right to cancel, defer or reintroduce the entire works or any part thereof without giving reasons or explaining or interpreting the decision. The applicant shall waive the right to claim compensation for any loss, material, or moral damage caused to them as a result.
11.    The Commission shall have the right to disqualify any Bid without the right of Bidders to revert with any material or moral losses or any damage resulting from the submission or exclusion of the Bid, and that for the following cases:
•    The Bid’s failure to include all the documents required under Clause (2) of the Special Conditions.
•    The Bidder’s failure to comply with the Bid Submission process specified in clauses (4,5) of the Special Conditions.

Prices and Payment Methods:

12.    Prices shall be presented in Jordanian Dinars, inclusive of all taxes, fees, government returns, general sales tax, and any other additional fees.
13.    The individual cost of workers and materials shall be approved if the Commission wishes to increase the number of workers or (increase or decrease) the quantities of materials
14.    The Bidder is obligated to submit a list of samples of cleaning materials of all types and prices (listed in Annex No. 2)

Bid Evaluation

15.    Bids submitted for works implementation shall be evaluated based on a technical equation, and following the weighting criteria set out in clause (16) (technical and financial), being that the nature of the works required depends primarily on the efficiency and effectiveness in the field of required supplies...
16.    Weights adopted for the basic evaluation criteria are:
•    Evaluation of Technical Bids (Technical) (70%)
•    Evaluation of Financial Bids (Financial) (30%)
17.    The Bidding Committee will open the applicants’ bids after the expiration of the deadline for submission and signing of Bids. 
18.    For the Technical study so that the assignment is made according to the samples of high quality (Class A).
19.    Technical Bids are evaluated using the following differentiation criteria and weights:

(1) Size and potential of the company (15%)
The number of years of establishment, number of employees, proliferation of company or enterprise (locally, regionally, globally), areas of operation of the company, and the variety of services it provides.

(2) Previous experience in carrying out similar works (15%):
Appropriateness of previous experiences in carrying out similar works, preference will be given to those who have previous experience in this field.

(3) Conformity to the Specifications and Conditions requested in the Invitation to Tender: (10%)
The evaluation will be based on the company's commitment to the specifications, conditions, and works contained in the Invitation to Tender and the actual ability to carry out the required work efficiently and effectively.

(4) Quality of the required products and services provided: (30%)
The evaluation will be based on the quality of the materials provided, their conformity with the required specifications, and their ability to meet the needs of the Commission 

20.    The value of the agreement shall be paid in twelve installments according to monthly invoices certified by the Commission’s Hygiene supervisor.
21.    The second party is obligated to pay all government taxes, fees, and revenues arising from each invoice before its submission, including the general sales tax.
22.    The Bids shall be accompanied by a security deposit for entry into Bid in the form of a bond or a certified check in the name of the Secretary-General of the Independent Election Commission issued by a local bank at a rate of no less than (3%) of the total offer value and according to the attached form, and any offer that is not supported by the required insurance will not be considered.
23.    The contractor is obligated to provide a performance guarantee of (10%) of the value of the total works assigned to him, to be valid throughout the contract period.
24.    The company should not have had performance guarantees for prior contracts assigned to them confiscated or ceased by any government agency, and the company should not be on the list of companies blacklisted from dealing with government agencies. The applicant should disclose any previous issues of the sort, under the strictest of terms.
25.    The bidder shall visit the Commission building to be able to submit the bid.
26.    The Bidder is obligated to submit, within his offer, the required experience certificates duly certified by the parties he worked for, and clearance from social security and income tax, as well as a registration certificate for the general sales tax.
27.    The Bidder must submit certificates of good execution from the departments he worked for showing how the performance was to be attached to the experience certificates and contracts he obtained.
28.    The company must indicate its permanent address (website/mailbox, telephone, fax, and e-mail if any) and the name of the person authorized to manage.
29.    The company must enclose in the offer all documents and authenticity certificates mentioned in the above items, and this is considered an integral part of the offer.
30.    The contractor is obligated to submit an identification document for each worker who will be employed at the Commission’s premises.
31.    The contractor is obligated to provide cleaning materials of the highest quality (Class A) according to the needs of the authority.
32.    The contractor is obligated to provide a uniform (clothes) and equipment for the workers residing in the building, provided it includes the company’s badge and his card (work identity) with a personal picture in uniform, and that the worker remains in proper appearance throughout the working hours.
33.    Penalties shall apply to the Bidder to whom the works have been assigned in the event of his failure to implement the works, and the penalties shall be following the signed agreement.
34.    The Commission has the right to cancel some or all of the materials contained in Annex No. (2) Clause (3) of the agreement if it wishes to, provided that the individual price submitted by the bidder is approved for discount.
35.    The bidder shall price clause (4) Annex No. (3), provided that the price submitted is from the total value of the bid.

Technical Specifications for Bid No. (01/2021):

•    Attachment of technical specifications and quantities (Annex No. (2)), Special Conditions (Annex No. (1)), and cleaning program Annex No. (3) of the Invitation to Tender No. (01/2021).
•    The building consists of 6 floors, including the ground floor, external yard, and an annex belonging to the Commission outside its perimeters and within the capital governorate and parking lots, with an estimated total area of (9000) m2.
•    If the Commission requests to send workers to any annex belonging to it outside of its building perimeters, the contractor is obligated to do so to complete the required maneuvers.
•    The company shall abide by any loading and unloading works inside the Commission’s building and any annex outside if requested to do so (free of charge).
