First: Introduction The Independent Election Authority seeks to submit an advertising armat (center boards) for the accompanying special and public specifications and conditions. Due to your experience in this area and the fact that the Committee uses the method of bidding in the daily newspapers of companies specialized in this field to compete for the implementation of the works, the Authority invites you and if you wish to carry out the required work specified in the attached reference conditions, kindly submit your technical and financial offer A. Within (8 working days) of its history. B- Submit your technical and financial presentation no later than 3:00 a.m. on Wednesday, 02/02/2022. Second: Special conditions In addition to complying with the general conditions contained in the supplies and works system of the Independent Electoral Commission No. (41) for 2012 in force, its amendments and instructions issued under the Government Procurement System No. (28) for 2019.  The tender invitation is required to:

1. The company must be registered with the Ministry of Industry and Trade and have a valid professions license, which entitles it to work in the required field. Documents requested

2. The offer should include the following documents: ● Art show B_ Financial offer.

3. The offer should include the following documents: A brief description, including information about the company/office/factory, including the year of construction and the number of employees, areas of work, the range of services it provides, and previous experiences in the implementation of similar works (ad numbers (headquarters panels)) ● However, the company's years of experience should not be less than (3) years in the same field.

● A list of previously worked with similar works.

● Provide a clear and accurate description of the services to be provided and implemented in accordance with the specifications set out in the tender invitation.

4. The Authority has the right to exclude any offer that does not include all documents specified in the clauses (1-5) from the special conditions. Make and deliver the offer: 5- 1_ Technical and financial presentations are presented in an envelope containing two separate envelopes  The first contains the art show and writes on it the technical presentation for the implementation of the tender of advertising signs (center panels) The Independent Electoral Commission bid No. (32/ 2022). The second envelope contains the financial offer and is written on it the financial offer for the execution of ad throws (center panels).  The Independent Electoral Commission bid No. (32/ 2022).

● The financial offer envelope contains two separate envelopes, the first contains the financial offer and the second contains the guarantee of entry of the tender).

2. The tenders must provide a complete copy of the original documents and be stamped with the company seal (all pages).

3- The Authority has the right to cancel the tender without giving reasons and without resulting in any financial or legal claims of any of the tender participants.

4. The tender will not be referred to the contractor who loses his qualification issued by the relevant authorities or is issued with a decision to deny participation in the tenders during the period from the date of the announcement of the tender and the date of the decision to refer, and therefore the offer made by the detractors will be excluded from participating in the tender without having the right to object or refer to the Authority for any financial or legal claim.

5. ● The performances will open at (3:30) after Wednesday afternoon, 02/02/2022.

● The deadline for the purchase of the tender invitation is 3:00 a.m. on Tuesday, 01/02/2022. Evaluation of offers:

6. The offers for the implementation of the works will be evaluated on the basis of a technical equation and the weights shown in section 8 (technical and financial), because the nature of the work required depends mainly on the efficiency and effectiveness of the required supplies. 

7. The weights adopted for the basic evaluation criteria are:

● Evaluation of artistic performances (technical) (30%)

● Evaluation of financial offers (Mali) (70%).

8. The Bidding Committee will open offers to applicants after the deadline for delivery and signing of offers. The company's ability to provide the required supplies (A-1) Company size and potential (10%): The number of years of establishment of the company, the number of employees, the spread of the company or the institution, the areas of work of the company and the diversity of the range of services it provides. (a-2) Previous experience in carrying out similar works (10%). The suitability of previous experiences in carrying out similar works will give preference to those with previous experience in this field. A-3) Sample quality and works submitted for technical study (10). He will be judged by access to the technical samples provided to the Authority and compliance with the technical specifications required in Annex 1 by the competent technicians in the field, and the Authority has the right to reject any (product submitted by the offer) that is not in line with the laws, regulations, instructions, and agreements in force and in accordance with the needs and wishes of the Authority.

9. Results will be given to the technical evaluation, where the Authority has the right to reject offers that have a result below the approved minimum success (75/100) or to maintain them in accordance with the authority's interests.

10. Financial offers will be evaluated using the following equation: } Financial offer valuation =70*(value of the lowest eligible prices/offer price to be evaluated {

● Advanced offers will be arranged based on the overall evaluation results resulting from the collection of technical evaluation results with the financial of each offer. Cancellation or exclusion:

11. The Authority has the right to cancel, postpone or re-present the entire business or any part of it without giving reasons, clarification or interpretation of the decision, and the applicant waives the right to claim compensation for any loss or material or moral damage caused to them as a result.

12. The Authority has the right to exclude any offer without the right of the tenders to refer to it for any material or moral losses or any damage arising from the submission or exception of the offer for the following cases:

● The offer does not include all required documents within the special terms (1-5) of the special conditions.

● The tenders do not comply with the manner in which the offer specified in the terms (4.5) of the special conditions is submitted and delivered.

● Failure to collect the technical offer for the approved minimum success (75/100). Prices and payment method:

13. Prices are provided in JD including general sales tax

14.  Prices will be valid for at least one month, with the same prices, specifications and conditions received and approved by the offer.

15. The offers are accompanied by insurance to enter into the tender in the form of a bank guarantee or a certified cheque in the name of Atifa, Secretary General of the Independent Election Authority issued/issued by a local bank and at least (03%) of the total value of the offer submitted and according to the attached form and will not consider any offer that is not supported by the required insurance. 

16. The contractor is obliged to provide a good execution guarantee of 10% of the total value of the works referred to it and will be valid throughout the contract period.

17. The values due are paid by invoices after the contractor has completed any work assigned to him under a approved and certified purchase order from the Authority.

18. The company has not previously confiscated the good execution guarantees for previous contracts commissioned by any government agency or suspended from work, the company is not a blacklisted company to deal with government agencies and the applicant discloses any such previous problems and is liable.

19. Tenders should visit the Authority's building, see the terms of the tender, and inquire about any ambiguity if any so that it can make the offer, or visit the Authority's web page www.IEC.JO

20. In his presentation, the tenders are obliged to provide the required certificates of expertise duly certified by their employers, a social security patent, income tax and a registration certificate in the general sales tax (if requested).

21. The tenders must provide certificates of good execution from the departments he has worked for showing how to perform accompanied by the certificates of experience and contracts he receives (if requested).

22. The company should clearly indicate its permanent address (website/mailbox, telephone, fax and email) and name the person authorized to administer it.

23. The Company must attach in the presentation all the documents and authentic certificates mentioned in the above items and this is an integral part of the offer.

24. Penalties shall be applied to the tenders referred to him by the business if he fails to carry out the execution of the work and the penalties shall be in accordance with the regulations and instructions of the independent election authority in force. 

Quantity and delivery time:

28_ To note that this tender falls within the emergency tenders for the electoral process (provincial councils, municipalities, and the Secretariat of Oman 2022) and for the specificity of the tender, the Authority has the right to drop or reduce the legal periods and determine them as they see fit to achieve the general interest of the authority and the sensitivity and timing of the electoral process.   Place of supply: Supply to all polling stations and counting in the Kingdom according to the places specified by the Authority. Important observations:

29. The contractor is obliged to maintain the confidentiality of the information, whether the tender documents or the quantity supplied so that they become the right of the Authority only, The contractor should not leak any of that information under legal liability.

30- To emphasize that the Authority has the right in the event that the tenders fall short in its obligations, to secure the required materials in any form of lung appropriate to it and no matter how much the price of the new product and whatever the costs of securing it to the Authority, whether from inside or outside the Kingdom and at the expense of the tenders, and to abide by any obligation (resulting from the insurance of the alternative product) provided to him by the Authority, so that it becomes a financial and legal obligation against it. The Authority has the right to refer the tender to several companies in the public interest of the Authority.     Technical specifications for the tender no. ● All paintings need to be installed.

● The Authority has the right to use the building of paintings on headquarters or not to use it in the interest of the Authority.

● The bid must be priced as follows:

1: The price of flex alone (pricing at the level of the printed meter), and the color print should be priced separately, white, and black separately.

2: Frame pricing (per meter) and within the following specifications:   A frame of iron is resistant to atmospheric factors and is based and the size should be within the following:  (Iron square is not less than (2.5cm*2.5cm) and iron yeast is not less than (1.25*1.25).)

3: The installation of paintings at polling stations and counting is priced within the kingdom's borders (separately).

4: The return clause is priced from headquarters in the Kingdom to the warehouses of the Authority separately.

5: In the context of the presence of a quantity of frims (multi-size) necessary to form frims in the warehouses of the Authority, the tenders must price the cut, maintenance, and detail of those frims (to be suitable for the required size by the Authority (2 m*1m)) separately, to be received from the warehouses of the Authority and at the expense of the tenders, and to be used to become among the amount of frims required for the total tender.

● Specifications for flex material.

● Among the following species (Korean, Chinese or German)

● High atmospheric tolerance. General provisions: 

1. Tenders should visit the authority's warehouses and see the existing paintings and check them, with the visit to be available throughout the days of the tender and not more than 12 p.m.

2. The contractor is obliged to unpack and return the paintings to the authority's warehouses, with the return of the returns to the authority's warehouses to begin the work of the return after the end of the ballot and counting no more than (24) hours, and not to exceed the period of return of the 30 paintings on calendar day of 22 March 2022. 3. The period of processing and installation of the paintings should not exceed all the date (10/03/2022) and the contractor should be informed of the start of the installation of the paintings 15 days before the date (10/03/2022) provided that he has received a signature on the final rehearsal of the paintings by the relevant authorities of the Authority.

4. The contractor is obliged to provide a sample and to be approved by the Authority before starting printing and installation operations, if any.

5. The tenders must receive the paintings from the warehouses of the Authority and not exceed (5) calendar days from the date of the purchase order and at his own expense and his signature on the documents of the warehouses of the Authority is considered a definitive argument that is not challenged.

6. All the numbers required in the tender invitation are approximate numbers of the required materials (increasing and decreasing), with the final quantities to be accounted for, at the time of referral.
